1. Purpose
- The Board of Education recognizes the growing number of immigrant/refugee
students and reaffirms its commitment to provide equal educational
opportunity to Limited English Proficient students.
2. Definition
- A Limited English Proficient student is one whose mother tongue
is not English and who cannot score above the cut-off point of the
Language Assessment Battery.
3. Delegation of Responsibility
- The Superintendent of Schools is authorized to establish, supervise,
and evaluate programs including, but not limited to, the following
areas:
- Recruitment, identification, and monitoring of Limited English
Proficient students regarding the School District's Vocational and
Career Guidance Programs
- Identification, monitoring, evaluation, and tracking of LEP students
for Special Education programs
- Development of a data base within the School District's research capability
for a program of identification and tracking all LEP students regarding
their progress within established District programs
- Development of a differentiated citywide testing program which enables
student participation recognizing the student's level of proficiency
in the English language
- Delivery of instruction in English for Speakers of Other Languages
(ESOL) in a format and manner consistent with the quality of curriculum
in all other areas of study
- Development and implementation of a Bilingual Education program model
that ensures the continued presence of transitional bilingual education
and maintenance bilingual education
- Recruitment of bilingual, bicultural staff for the above programs
