128. LIMITED ENGLISH PROFICIENT STUDENTS

1. Purpose
 

  1. The Board of Education recognizes the growing number of immigrant/refugee students and reaffirms its commitment to provide equal educational opportunity to Limited English Proficient students.

2. Definition
 
  1. A Limited English Proficient student is one whose mother tongue is not English and who cannot score above the cut-off point of the Language Assessment Battery.

3. Delegation of Responsibility
 
  1. The Superintendent of Schools is authorized to establish, supervise, and evaluate programs including, but not limited to, the following areas:

    1. Recruitment, identification, and monitoring of Limited English Proficient students regarding the School District's Vocational and Career Guidance Programs

    2.  
    3. Identification, monitoring, evaluation, and tracking of LEP students for Special Education programs

    4.  
    5. Development of a data base within the School District's research capability for a program of identification and tracking all LEP students regarding their progress within established District programs

    6.  
    7. Development of a differentiated citywide testing program which enables student participation recognizing the student's level of proficiency in the English language

    8.  
    9. Delivery of instruction in English for Speakers of Other Languages (ESOL) in a format and manner consistent with the quality of curriculum in all other areas of study

    11. Development and implementation of a Bilingual Education program model that ensures the continued presence of transitional bilingual education and maintenance bilingual education

    13. Recruitment of bilingual, bicultural staff for the above programs
