604. BUDGET HEARING |

1. Purpose It is the policy of the Board that the annual budget proposal, once formulated, represents the position of the Board and all reasonable means shall be employed by the Board to present and explain that proposed budget to all residents and taxpayers of the district. 2. Authority Each member of the Board and each district administrator shall be thoroughly familiar with and understand the need for each proposed expenditure so that they can answer any question directed to them. 3. Responsibility The Board shall, at least thirty (30) days prior to the time any budget or amendment thereto is adopted, conduct at least one (1) public hearing thereon. At least thirty (30) days notice of such public hearings shall be published by advertisement at least once in two (2) newspapers of general circulation printed in the City. The Board shall make available to the public a reasonable number of copies of such budget or amendment and the notice of public hearing shall state where copies may be obtained or inspected. It may be necessary to foreshorten this cumulative sixty-day period
when amendments are required sixty (60) days prior to the end of the fiscal
year.
