Thank you for visiting the School District of Philadelphia's Property Listing page. The sale of School District surplus property will be conducted under the revised Adaptive Sale and Reuse Policy adopted by the School Reform Commision in August 2013.
This page offers a listing of the available School District properties. The listing is one of many ways to achieve the following guiding principles and objectives:
1. Attract buyers to drive a competitive sale process.
2. Provide an equal footing for interested buyers.
3. Provide direction on how to express interest in a property that has not yet been offered for sale.
4. Gather information that allows for the most efficient, transparent and beneficial sale of surplus property.
5. Allow easy access to property information, process and public input.

Request for Qualification (RFQ) - Expedited Sales
This RFQ is used as a public solicitation for the sale of properties in which there has been a demonstrated interest. The RFQ requires a price offering, proposed use, and financial information. A negotiated sale may be pursued from RFQ responses.
The District issued an RFQ for the entire portfolio sale of available properties on November 7, 2013 with responses due December 17, 2013. Additionally, on November 7, 2013, the District issued an RFQ for University City, Drew and Walnut Center as a single site and individual sites and Wilson, Douglas and Shaw schools as individual properties for sale. The RFQ process is one of the methods of sale pursued under the Adaptive Sale and Reuse Policy and may be used going forward in additional property sales.Back to top
Expression of Interest (EOI) - Individual Properties
The EOI is being offered to establish a preliminary level of interest and field inquiries. This is not the opening of negotiations on these properties. Upon receipt of a sufficient level of interest, the School District will proceed to one of the sales techniques identified in the Adaptive Sale and Reuse Policy with an announcement at a later date. Site tours and public meetings will not be conducted for these properties.

Informational meetings on the potential sale of District property will be held on the following dates and locations:
Wednesday, January 29 – Douglas building (Douglas School)
Thursday, February 6 – Wilson School building (Location: Lea Elementary)
Monday, February 10 – Harrison building (Location: Dunbar School)
Tuesday, February 11 – Shaw building (Location: Shaw School)
Wednesday, February 26 (postponed from Febraury 12, due to weather) – University City, Drew, Walnut Center buildings (Location: West Philadelphia High School)
Meetings will be held from 6:00pm-7:30pm with registration beginning at 5:30pm.
Terms and Conditions
The request for qualifications (RFQ) and expressions of interest (EOI) are not legally binding, but rather an invitation to submit a bid and/or gauge interest for a future sale process. The School District of Philadelphia shall not be under any obligation to a respondent. In no event shall the School District be responsible for any costs, expenses and fees incurred by or on behalf of any respondent in connection with the RFQ or EOI. Each respondent shall be solely responsible for all such costs, expenses and fees. The School District reserves the right to modify the deadline and scope of this solicitation process and to reject, or not consider, all or part of the EOI or RFQ submitted at any time prior to the full execution of an agreement. Further, after its review of submissions, the School District anticipates making requests for additional or clarifying information from any or all of the respondents. The School District is not obligated to accept any offer from or negotiate any agreement with any respondents to the RFQ or EOI. The School District reserves the right not to qualify any responder pursuant to this RFQ and EOI, to cancel the RFQ or EOI at any time, to reissue the RFQ or EOI, to request further information and not to subsequently enter into any agreement. The School District reserves the right to make modifications to the sale process, including in order to comply with state laws and regulations applicable to it and federal income tax laws.Back to top
