James G. Blaine Elementary School School District of Philadelphia Blaine School is located in the Strawberry Mansion neighborhood of North Philadelphia near Fairmount Park. Our location provides students and teachers with a wealth of wonderful opportunities for our students and teachers to embark on outstanding learning experiences including the historic home of John Coltrane and other academic and cultural institutions located nearby. Blaine's classrooms are organized into two academies.  The Lower Academy includes kindergarten through third grade.  Grades four through eight make up the Upper Academy.  Five special education classes and two Head Start classes are assigned to each Academy, appropriately by age.
