Working Papers

The Office of Career & Technical Education is responsible for issuing working permits for all Philadelphia students ages 14 to 18.

SPECIAL NOTICE:  Temporary Closure of 440 Education Center on Saturday, 9/26/20.

If you have scheduled an In-Person Working Papers Appointment on Saturday, 9/26/20, it is now cancelled.

On September 26, 2020 there will be no access to the 440 N. Broad St. Education Center while cleaning and preventative maintenance takes place on the high voltage electrical transformers that support the facility.

This work requires a full electrical shutdown that will begin at 8:00am and last until 8:00pm if necessary.

You may resechedule your Working Papers appointment in two ways. See below:

Due to COVID-19, The School District of Philadelphia has created a process that will allow minors to obtain their working papers in two ways: Virtually by appointment and In-Person by Appointment.


“In-Person” – At the 440 Education Center through APPOINTMENT ONLY on Wednesdays 2:00 – 5:00 pm and Saturdays 8:30 am – 12:30 pm through a safe and secure process that follows COVID-19 restrictions. (Please be aware that everyone is required to wear face coverings and maintain 6-feet distance from others.)

“Virtually” – Minor completes online application, Parent/Guardian signs form, emails completed and signed application to Issuing Officer, Issuing Officer sends an appointment request to minor via Google Meet to verify proof of age, and the actual Working Paper Blue Card will be mailed to minor via USPS.
