css=&#8221;.vc_custom_1749044378086{margin-bottom: 5px !important;}&#8221; use_custom_heading=&#8221;true&#8221;]The Every Student Succeeds Act (ESSA) is the federal legislation that shifted focus from addressing \u201cspecial education\u201d to addressing the needs of \u201cevery child.\u201d ESSA defines <a href=\"https:\/\/www.philasd.org\/mtss\/\">Multi-Tiered Systems and Supports (MTSS)<\/a> as a comprehensive continuum of evidence-based practices that supports a rapid response to students\u2019 needs, combined with regular progress monitoring to continually improve outcomes for students.<\/p>\n<p>Our office uses this framework through our programs and services to help enhance academic, behavioral, and social-emotional outcomes for all students. We understand the importance of advancing healthy interpersonal connections and improving institutional culture, which fosters healthy outcomes for our youth and the adults who serve them. Our office supports our students through Trauma-Informed Practices.<\/p>\n<h4>Defining Trauma-Informed Practices<\/h4>\n<p>Schools are sanctuaries, and function as a place of refuge from danger, threat, injury or fear. A trauma-informed school is one where staff understand the function of trauma-induced behaviors (self-injury, rage, compulsions, etc.), and do not mistake them as intentional or provocative. Staff use objective, neutral language, as opposed to language that labels (i.e. anxious instead of manipulative).<\/p>\n<p>Schools that follow trauma-informed practices recognize what practices can be re-traumatizing to a student. Early assessment and intervention for these students can help them catch up with their peers sooner. The key components of MTSS include:<\/p>\n<ul>\n<li>Universal screening of all students early in the school year<\/li>\n<li>Tiers of interventions that can be amplified in response to levels of need<\/li>\n<li>Ongoing data collection and continual assessment<\/li>\n<li>Schoolwide approach to expectations and supports<\/li>\n<li>Parent involvement<\/li>\n<\/ul>\n<p>MTSS provides a method of early identification and intervention that can help struggling students to catch up with their peers. As such, MTSS uses three tiers of support to assist all students at various levels.<\/p>\n<p><strong>These three tiers include:<\/strong><\/p>\n<ol>\n<li>Tier 1 \u2013 Universal or primary \u2013 Majority of students (75-90%)<\/li>\n<li>Tier 2 \u2013 Secondary \u2013 Small groups of students (10-25%)<\/li>\n<li>Tier 3 \u2013 Tertiary \u2013 Individual students (&lt; 10%)<\/li>\n<\/ol>\n[\/vc_toggle][vc_toggle title=&#8221;504 Service Planning&#8221; custom_font_container=&#8221;tag:h2|font_size:18px|text_align:left|color:%2322779f|line_height:18px&#8221; custom_google_fonts=&#8221;font_family:Roboto%3A100%2C100italic%2C300%2C300italic%2Cregular%2Citalic%2C500%2C500italic%2C700%2C700italic%2C900%2C900italic|font_style:400%20regular%3A400%3Anormal&#8221; css=&#8221;.vc_custom_1752753041695{margin-bottom: 5px !important;}&#8221; use_custom_heading=&#8221;true&#8221;]<strong>504 service agreements<\/strong> &#8211; also known as 504 plans &#8211; are formal documents that detail how each school gives students with disabilities the support they need to be successful. Section 504 of the Rehabilitation Act, which is a civil rights law, protects individuals (including students) from discrimination based on disability. Under this law, individuals with disabilities may not be excluded from or denied the opportunity from certain programs.<\/p>\n<ul>\n<li>A student\u2019s 504 Plan documents the aids, services, and accommodations afforded to every student to the maximum extent so that they can be educated alongside non-disabled peers.<\/li>\n<li>Some of these accommodations include environmental strategies, organizational strategies, behavioral strategies, presentation strategies, evaluation methods, etc.<\/li>\n<li>These plans prevent discrimination and protect the rights of students with disabilities in school.<\/li>\n<\/ul>\n<h4><strong>Eligibility\u00a0<\/strong><\/h4>\n<p>In schools, a section 504 team determines a student&#8217;s eligibility through the process of reviewing the student\u2019s educational history, current needs and their disability\/diagnosis information, before developing and implementing a plan to meet the needs of the student.<\/p>\n<h4><strong>What should I do next?\u00a0<\/strong><\/h4>\n<p>For more information about how to obtain a 504 plan for your child please contact the school counselor or nurse.<\/p>\n<p>If you have any questions regarding the 504 process, you may contact us using the <a href=\"https:\/\/docs.google.com\/forms\/d\/e\/1FAIpQLScINoWLNY-6s_Bd4o3ynlmLpqdiwXRKkr4knziqE7agQRpKFA\/viewform?usp=sf_link\"><strong>504 Inquiry Form<\/strong><\/a><strong> or email <\/strong><a href=\"mailto:504information@philasd.org\"><strong>504information@philasd.org<\/strong><\/a><strong>.<\/strong><\/p>\n<h4><strong>Non-Discrimination Notice Updates<\/strong><\/h4>\n<p>Pursuant to the School District of Philadelphia Policy, <a href=\"https:\/\/www.philasd.org\/schoolboard\/policies\/#boeprograms\"><strong>103.1 Non-Discrimination-Qualified Students with Disabilities\/Protected Handicapped Students<\/strong><\/a>, our Administration has created grievance procedures that provide for the prompt resolution of complaints alleging any prohibited actions under the policy.<\/p>\n<p>The policy outlines the District\u2019s commitment to ensuring all individuals have equal access to education in this district regardless of race, color, age, creed, religion, sex, sexual orientation, ancestry, national origin or handicap\/disability, gender identity, or genetic information. A behavioral health emergency is defined as an emergent situation in which a person\u2019s actions, feelings, and behaviors can lead to them hurting themselves or others. An individual experiencing a behavioral health crisis is in need of assessment and potential treatment.<\/li>\n<li><strong>If the person is an<\/strong> <strong>immediate danger to themselves or someone else: call 9-1-1<\/strong> and let them know you are with someone experiencing a behavioral health crisis.
