If a program was produced 3 years ago and has no time sensitive information we can air, (I.E. you may have award winning programs that have never had the chance to air on the channel).<\/p>\n<p>Short form, Long form, PSA\u2019s, Documentaries, Testimonials, Episodic, Event coverage, micro programs, etc. Content does NOT have to be perfect.\u00a0 PSTV is a training ground for students works.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>How to Submit Content<\/strong><\/p>\n<p>1.\u00a0\u00a0\u00a0\u00a0 Video content can be submitted electronically via this form &#8211; <a href=\"https:\/\/goo.gl\/forms\/vulN2Mb0WSKSZQJl2\">CLICK HERE<\/a><\/p>\n<p>2.\u00a0\u00a0\u00a0\u00a0 All student content that is submitted, must include media release forms. <a href=\"https:\/\/www.philasd.org\/pstv\/forms\/\">https:\/\/www.philasd.org\/pstv\/forms\/<\/a><\/p>\n<ul>\n<li>All submitted programs for the Education channel must be reviewed and approved by the instructor<\/li>\n<li>The scheduling of the Education channel is done through PSTV. All requests are given equal access to program time on the channel. See \u201c<a href=\"https:\/\/drive.google.com\/file\/d\/0Bw1i8deXDf-hWmc2eW9zQm05Z2c\/view\">PSTV User Guide<\/a>\u201d.<\/li>\n<li>Playback slots will be assigned by PSTV, and PSTV will make every effort to schedule regularly produced access shows in the same timeslot each month.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center\"><strong>PSTV reserves the right of what will be aired on PSTV. All content must fit within the PSTV Guidelines<\/strong><\/p>\n<p style=\"text-align: center\">**The producer\/submitter assumes full responsibilities for program content, and releases PSTV, The School District of Philadelphia and staff<\/p>\n<p style=\"text-align: center\">from any liability of legal fees and expenses or legal challenge that may be incurred as a result of the broadcasting of the program.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Content of programming must NOT contain material which:<\/strong><\/p>\n<ol>\n<li>Is disparaging of any racial, ethnic or religious group or discriminates against anyone based on sex and\/or sexual preferences.<\/li>\n<li>Is defamatory or obscene, as defined by Title 18 of the US Criminal Code of the Philadelphia Penal Code or breaks any city code or ordinance.\n<ol>\n<li><strong>A program is considered obscene if:<\/strong>\n<ol>\n<li>The average person, applying contemporary community standards for the cable medium, would find the material, taken as a whole appeals to prurient (sexual interest);<\/li>\n<li>The work depicts or describes, in a patently offensive way, sexual conduct \u00a0specifically defined by applicable state law; and the work,<\/li>\n<li>Taken as a whole lacks serious literary, artistic, political or scientific value.<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<\/li>\n<li>Content that includes but not limited to: Aggravated Assault, Breaking and Entering, Bullying, Cyber-bullying, Mutual Fighting, Possession, Reckless Endangerment, Robbery, Simple Assault, Theft, Threats, Weapons, Destruction of Property, District, Drugs, Extortion, Group Assault, Intimidations.\u00a0 For a Glossary of terms: <a href=\"https:\/\/www.philasd.org\/studentrights\/wp-content\/uploads\/sites\/67\/2017\/07\/Code-of-Conduct-2016-2017-revised-final-2-2.pdf\">http:\/\/www.phila.k12.pa.us\/offices\/administration\/policies\/CodeofConduct.pdf<\/a><\/li>\n<li>School Community Member, School Grounds or Property without prior written consent.<\/li>\n<li>Constitutes libel, slander, invasion of privacy or publicity rights, unfair competition, violation of trademark or copyright, or which might violate any, local, state or federal law.<\/li>\n<li>Is protected under copyright law unless written authorization is obtained.<\/li>\n<li>Contains material designed to promote the sale of commercial products or \u00a0services.<\/li>\n<li>Contains \u201ccall-to-action\u201d or continuous identification during the body of the programming.<\/li>\n<li>Is commercial programming that in whole or in part depicts, demonstrates, or discusses products, services or businesses with the intent or substantial effect of benefiting or enhancing a profit-making enterprise.<\/li>\n<li>Solicits or appeals for funds or other things of value for any and all purposes not in accordance with PSTV fund raising and underwriting polices.<\/li>\n<li>Promotes any lottery or gambling enterprise in a manner, which is in violation of any applicable local, state or federal law.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center\"><strong>PSTV\u2019s Station Manager will have the final say in adjudicating ambiguous cases.<\/strong><\/p>\n<p style=\"text-align: center\">Programs containing material that may be unsuitable for younger audiences will \u2028air only in the &#8220;safe harbor&#8221; hours between 10PM and 5AM<\/p>\n<p>&nbsp;<\/p>\n<p><strong>FILE SUBMISSION FORMATS<\/strong><\/p>\n<p><strong>For Digital Files:<\/strong><\/p>\n<p>1.\u00a0\u00a0\u00a0\u00a0\u00a0 Best formats for uploading: MPEG2, MPEG4, QuickTime (.MOV)<\/p>\n<p>***Also accepted formats: Windows Media, Flash, .VOB, AVI, and DV***<\/p>\n<p>All programs submitted must have technical standards high enough to deliver a clear and unbroken picture to cable subscribers.\u00a0 Audio must be clear and at audible levels without distortion.<\/p>\n<p>PSTV prefers HD video content if at all possible. We understand there will be times when you only have SD content, in which case please follow the format guidelines for SD.
