The School District of Philadelphia Statement Against Harassment

The School District of Philadelphia does not tolerate any form of harassment, this includes, but is not limited to, harassment based on a known or perceived protected classification (e.g. race, color, ethnicity, age, religion, sex, sexual orientation, gender identity or expression, marital status, pregnancy, English language proficiency, veteran status, disability and national origin, including shared ancestry or ethnic characteristics (e.g. Antisemitism, Islamophobia).

Students who believe they have been subjected to any form of harassment or a hostile environment based on protected characteristics are encouraged to report the conduct.

The following reporting methods are available:

  • District Students
    • Complete the online Bullying, Harassment/Discrimination Reporting form ➜ Available Here
    • Call the Bullying Hotline – 215-400-SAFE (7233)
    • Email the Compliance Officer/Title IX Coordinator directly at antiharassment@philasd.org;
    • Report the incident to the building principal or designee, or to any other member of the school staff, including teachers, guidance counselors, bilingual counseling assistants (BCAs), coaches, and administrators or
    • Submit a complaint via Safe2Say or 1-844-723-2729
  • Charter Students – Complaints involving charter schools should be directed to the Board of Directors for that charter school. Individuals may also contact the Charter Schools Office by calling 215-400-4090 or by emailing charters@philasd.org.
  • Employee/Staff – Report acts of bullying, harassment, or discrimination. ➜ Report Here

School Resources

Employee Reporting Requirement:

Any school employee who receives a complaint or witnesses, suspects, or is notified that a student may have been subject to conduct that constitutes harassment shall immediately report the conduct in accordance with applicable policy and administrative procedures, including Policy 248 – Discrimination and Harassment of Students.

All reports will be taken seriously and investigated promptly as required by Board policy, including Policy 248. Consequences will be determined in accordance with the Student Code of Conduct and the Individuals with Disabilities Education Act, if applicable. Discipline for students found to have engaged in acts of harassment based on protected characteristics that create a hostile environment may include, if circumstances warrant, suspension and expulsion. District staff found to have engaged in such harassment are subject to discipline, including, if circumstances warrant, termination of employment.

District students, parents/guardians, and staff are encouraged to work together to prevent and report acts of harassment.
