This report provides a descriptive summary of the specialized service support types provided to students with Individualized Education Programs (IEPs) in the School District of Philadelphia (SDP) during the 2024-25 school year.

The report provides the following information about students who were identified to receive special education supports in 2024-25:

  • What special education supports did SDP students have in their IEPs in 2024-25 and in what amounts?
  • Who are the students that have special education supports in their IEPs with respect to their demographic backgrounds?
  • Where do the students who have special education supports in their IEPs live and go to school?
  • How did students with IEPs perform on other metrics, including attendance, suspensions, and test results?

This report complements the Office of Research and Evaluation’s previous Special Education in the School District of Philadelphia: Recognizing the Landscape, 2019-20 report.

Addendum

Out of District Placements (Approved Private School Students), 2024-25

If the special education supports available at District schools cannot meet a student’s unique needs, the IEP team for the student can decide to place the student in a specialized educational setting. These Approved Private Schools provide full time support and education programs around specific special needs.

This addendum provides a descriptive summary of District students enrolled in Approved Private Schools in 2024-25, including:

  • How does Approved Private School enrollment compare to overall District enrollment, including students with IEPs?
  • What are the types of support, disability designation, and service levels identified in the IEPs of students enrolled in Approved Private Schools?
  • What are the demographic characteristics of the students enrolled in Approved Private Schools?
