Chester Holland is an Associate in the Office of Data Governance (ODG), where he assists in the development of policy in areas pertaining to data governance, works with leadership to improve data quality throughout the School District of Philadelphia (SDP), develops analytics and reporting mechanisms to track trends in data quality in Qlik-BAM, and provides additional technical support to individuals and offices District-wide as needed.
Chester is an alumnus of Bache-Martin School and John Bartram High School, and he is a Philadelphia native returning to SDP after having served as a Public Administration Fellow for the Institute of Public Administration (IPA) at the University of Delaware. While working at IPA, Chester conducted research and analysis on policy, education programs, and disparate academic outcomes and experiences effecting disadvantaged students in Delaware.
Chester earned his B.A. in Sociology from Millersville University of Pennsylvania and a M.P.A. from West Chester University of Pennsylvania. He is also a doctoral student in Urban Affairs & Public Policy at University of Delaware’s Biden School of Public Policy and Administration, where he expects to defend his dissertation in 2020.
