The primary objective of Pennsylvania’s Race to the Top (RTTT) Local Education Agency Grant program is for participating local entities to adopt and implement Pennsylvania’s Educator Effectiveness System and use the evaluation process and results to inform local decisions in support of student achievement. The School District of Philadelphia applied for and received $11,112,128 for a three-year period (2012-2013, 2013-2014, 2014-2015) to adopt and implement the new Educator Effectiveness System.

The District’s Office of Research and Evaluation conducted an implementation study (formative) and an impact evaluation (summative) of the RTTT work in 2013-2014. Data sources include program documents, observations, feedback surveys, as well as observation and evaluation rating data. In Year 2, this evaluation report focused on how and to what degree the District had been successful in implementing the first stage of the new Educator Effectiveness System, and how the District was working to prepare for later stages of implementation.
