The School District of Philadelphia

The School District of Philadelphia (the “School District”) hereby gives public notice that the School District seeks a waiver from a provision set forth in Title I of the Elementary and Secondary Education Act (ESEA), as reauthorized by the Every Student Succeeds Act of 2015 (ESSA).

Specifically, the School District requests that the Pennsylvania Department of Education waive Section 1113(c)(1) below:

(1)    IN GENERAL – A local educational agency shall allocate funds received under this part to eligible school attendance areas or eligible schools, identified under subsections (a) and (b) of this section, in rank order, on the basis of the total number of children from low-income families in each area or school.

This waiver would allow the School District to use Title I funds to continue to extend its half-day kindergarten program to a full-day kindergarten program and allocate funds to eliminate split-grade classrooms in grades 1/2 across the district.
